I've used some Epoxy Resin and fiberglass on the inner portion of the fender where it was cracking to help reduce the cracking. I've sent pictures to Freightliner, but I doubt that'll get me anywhere. As far as the crack on the exterior portion of the fender, I've filled it with a clear silicone, and painted it to match. This bus can go back in service. I want whoever drives it to monitor the fenders very closely during pre trips.
